Abstract [en]

The occupational health and safety management and the responsibility for the working environment for employees in staffing companies is divided between the employer of the staffing consultants, the staffing company, and the hiring company, the company or organization hiring labour. To understand how the work environment management works and why it sometimes does not work, 38 employees in staffing companies were interviewed about the work-related injuries which they had experienced. Additionally representatives of four staffing companies and two of their customers, hiring companies, were interviewed about their work environment management. The companies were selected as they in different ways had well-functioning work environment management. The interviews illustrate weak spots in the work environment management but also effective means of dealing with weak spots. The results from the interviews were discussed at a workshop which focused on effective work environment management for employees in staffing companies. Participants in the workshop were representatives of actors that in different ways are involved in the work environment management for employees in staffing companies such as managers and human resource managers in staffing companies, safety representatives in hiring companies and representatives of the social partners for both employees and employers. The interviews have shown that a good and safe working environment for employees in staffing companies is often connected to good quality in the services provided by the consultants and qualified consultants. Based on this and the interviews, a framework for work environment management has been developed, illustrating how different actors in staffing companies and hiring companies can contribute to effective work environment management. The framework developed is characterised by redundancy, which has been judged to be an important feature of effective work environment management for this group of employees. If one actor fails to do his or her part of the work environment management, there have to be other actors that discover that the work environment management has failed and initiate improvements. The framework shows how different actors such as the management, managers, safety representatives in staffing companies and hiring companies as well as the consultants themselves can contribute to the work environment management before, during and after the hiring period and if a work-related injury occurs. Important parts of the framework are policies and values in both the staffing and hiring companies and the implementation of these in daily work. One important question is where to draw the limit for hiring or not hiring staff to a company due to occupational risks and a poor working environment. This report is only available in Swedish.
