Analys av två styrmedel för ökad återvinning i byggsektorn2020Rapport (Annet vitenskapelig)
    Abstract [sv]

    Abstract [sv]

    Abstract [en]

The Swedish Riksdag has decided that Sweden by 2045 should not have any net greenhouse gas emissions to the atmosphere. To acheive this, waste incineration also needs to be fossil-free. How is Sweden going to get there? Today, there are a cuntless number of products that consist entirely or partly of fossil plastics and are today energy recovered in Sweden's waste incineration plants. Changing this requires powerful measures with consequences for, for example, socioeconomics, law and regulations for trade and recycling of plastics. The purpose of this report is to analyse various possible scenarios to acheieve the goal of "a fossil-free wast incineration". The different scenarios have different system boundaries and are based on different principles, but all in their own way reaches fossil-free wast incineration. Initially seven different scenarios are discussed in the report. Of these, four scenarios have been analysed somewhat deeper. The scenario analysis is qualitative and is intended to provide an overall assessment of feasibility and potential to achieve fossil-free waste incineration. The anlysis has been conducted regarding the criteria for socioeconomic costs; Reduction of fossil emissions globally; Need for technology development and innovation as well as legal feasibility.

Use of economic instruments in Nordic environmental policies 2018-20212023Rapport (Annet vitenskapelig)
    Abstract [en]

The report contains two parts. Part 1 summarizes the most significantdevelopments in the use of economic instruments in the environmental policies inthe Nordic countries. It provides an overview of new instruments or major changesto existing instruments from 2018 to 2021 a detailed country-by-countrydescription of these developments and a cross-country comparison andassessment. Part 1 also provides “raw data” for further analysis by policymakersand other stakeholders, and presents other findings, including policy priorities andgood practices. Part 2 provides an overview overview of policies and instrumentsthe Nordic countries have used to promote clean technologies.

Zero-emission vehicles and zones in Nordic cities - Promotion, instruments and effects2021Rapport (Annet vitenskapelig)
    Abstract [en]

The Nordic cities should be given greater legislative possibilities to reward the use of zero-emission vehicles. This legislation may include the possibility of introducing some form of environmental zone or levying traffic fees in urban areas.

Cities are advised to put together packages deploying a raft of instruments that mutually reinforce one another. As a basic package, most cities should work with improved conditions for zero-emission vehicles as charging and / or tank infrastructure, requirements for zero-emission vehicles in public procurement of vehicles and services, complementary measures that increase the supply and attractiveness of alternatives to the car, as well as measures that promote sustainable mobility and urban development independent of vehicle technology.

It is also important that improved charging capabilities for zero-emission vehicles go hand in hand with an environmentally friendly parking policy. Increased demand for zero-emission vehicle charging points will then be a good reason to review the city´s parking policy.

Under the right conditions ambitious cities can implement a more comprehensive policy package with a combination of various forms of zero emission zones or fee systems. To fully implement these measures, cities must have a high proportion of zero-emission vehicles in the fleet as well as strengthening possibilities for residents to move around freely without having to own a car.

Environmental differentiated port dues2019Rapport (Annet vitenskapelig)
    Abstract [en]

There are incentive schemes in Swedish ports that offer lower port dues for ships with high environmental performance, but there is currently no similar scheme for trucks. However, larger environmental and city development problems related to road transports have resulted in increased pressure on ports to suggest and implement mitigating actions to reduce environmental impacts caused by road traffic to and from the port.

Four port-related incentives are analysed in this report: a port due discount for ships with reduced speed in the fairway channel; a port due discount for ships with very low NOX emissions from auxiliary engines; an entrance fee for trucks passing through the port gate during peak hours; and a differentiated entrance fee for trucks based on the truck’s environmental performance.

The national cost-minimizing freight transport model Samgods was used to simulate the impacts of the gate fees. From a legal perspective, some issues related to implementation have been identified but depend on the detailed design of the proposed charging. The main criterion for EU is that the fee or tax cannot have discriminatory effects or hinder the free movement of goods or services. This project also gives an overview of environmental policy measures to explore the possibility to implement the port dues.

Introduction of environmentally differentiated port dues globally, or at least in the EU, would include greater incentives for shipping companies, ship owners and road haulers to invest in emission abatement technologies or use alternative fuels.
