The Swedish government has adopted a climate policy framework which includes a target to achieve carbon neutrality by 2045 and net-negative emissions beyond that year. Some emission sources are very difficult to mitigate and one option to address this challenge is to deploy measures that remove carbon dioxide (CO2) from the atmosphere to compensate for residual emissions. Removing CO2 from the atmosphere can obviously also play a key role in achieving net-negative emissions.This report discusses near-term options for incentives for the removal of CO2 from the atmosphere through the deployment of one of the most discussed so-called Negative Emission Technologies - bio-energy with carbon capture and storage (BECCS).

The report first elaborates on the underlying problem that motivates incentives for BECCS deployment on the short term and then, based on a literature review, outlines general categories of policy instruments that could be implemented to provide financial support for BECCS. The current development phase of BECCS is assessed and it is concluded that the technology is in a demonstration to early commercialization phase.

On this basis two types of policy instruments are deemed to be suitable for incentivizing BECCS on the near term, namely (i) Procurement Auctions and (ii) a Pre-determined, Uniform Compensation. These two policy instruments are selected for an analysis against a set of criteria. The assessment indicates that Procurement Auctions may be the one more capable to deliver on current policy objectives.Finally, the report considers a number of practical considerations should the Swedish state provide financial support for BECCS in the near-term, including issues related to the terms of a long-term agreement between the state and BECCS suppliers, frameworks for Monitoring, Reporting, and Verification and provisions related to Public Procurement.The report is based on information available in the literature and a series of interviews with industry representatives and other stakeholders.

Sverige har antagit en ambitiös klimatpolitisk ram för att uppnå netto-nollutsläpp av växthusgaser till 2045, följt av negativa nettoutsläpp därefter. Ramverket inkluderar åtgärder för att kompensera svårreducerade utsläpp genom negativa utsläppstekniker, såsom bioenergi med koldioxidavskiljning och lagring (BECCS). BECCS kombinerar bioenergiproduktion med koldioxidavskiljning och lagring, vilket möjliggör borttagning av CO2 från atmosfären och tekniken ses som ett avgörande verktyg för att kompensera kvarvarande utsläpp och uppnå negativa nettoutsläpp efter 2045. BECCS befinner sig för närvarande i demonstrations- till tidig kommersialiseringsfas och behöver ekonomiskt stöd för att kunna skalas upp.

Rapporten identifierar två huvudsakliga styrmedel för att stimulera BECCS-implementering på kortare sikt:Upphandlingsauktioner: Staten bjuder in anbud från BECCS-leverantörer och väljer de som erbjuder lägst kostnad per ton borttagen CO2. Denna metod anses vara mer kapabel att uppfylla nuvarande politiska mål tack vare dess kostnadseffektivitet och konkurrensdrivna natur.Förutbestämd, enhetlig Ersättning: En fast betalning per ton borttagen CO2 erbjuds till BECCS-leverantörer, vilket ger förutsägbara incitament men kan vara mindre kostnadseffektivt jämfört med auktioner. Rapporten lyfter fram praktiska aspekter för implementering av ekonomiskt stöd till BECCS däribland:- Långsiktiga avtal mellan staten och leverantörer för att säkerställa stabilitet och förutsägbarhet- Behov av övervakning, rapportering och verifiering (MRV), där robusta ramverk är avgörande för att noggrant spåra borttagningen av CO2.Juridiska ramverk måste vara i linje med lagar om offentlig upphandling för att säkerställa transparens och rättvisa.

Upphandlingsauktioner rekommenderas som den föredragna metoden för att stimulera BECCS på kort sikt, eftersom de balanserar kostnadseffektivitet och politiska mål.
